Bill Gates has a suggested to fix spam, you have to charge money to send e-mail. Makes sense at first, but eventually, if you start with a fixed cost, it will start to increase, and eventually the price of the 'stamp' will go up... I mean how many emails would you send if it cost you $.05 an email? Look at text messaging on phones for example...
